The first good reason is that the capability has not yet been programmed. It will come to those with the appropriate callings. When that will happen is not known. The second good reason is that only those with callings needing those attendance rolls should be able to get them. The listing of names, as russellhltn noted, for classes becomes a privacy matter, when an individual specifically has selected a privacy setting limited to leaders only and then giving everyone in the ward the capability to print attendance rolls would violate that privacy.
