I have a few custom budget sub-categories that need to be deactivated (but not deleted) since they are no longer in use and shouldn't be visible. MLS won't let me deactivate them because they have non-zero balances. Since transfers are heavily discouraged due to the impact they can have on budgeting, what is the recommended solution for deactivating custom budget sub-categories?

I don't know that it's accurate to say that "transfers are heavily discouraged." Transfers should not be used as the mechanism for setting subcategory budgets, but they still have their place. You've mentioned one.

To disable a subcategory, I would recommend that you create a transfer dated 31 Dec 2010 to zero out the balance in the subcategory. You can transfer the funds to whatever subcategory seems appropriate -- the answer will depend on how you did things in 2010.

By dating the transfer in 2010, you won't have any impact on 2011 budget reports. And by setting the balance to zero, you'll be able to deactivate the subcategory.
