It requires someone to log into MLS with Admin rights and go into System Options. I'm not in front of it right now, so I can't give the details.
If you are talking about adding users, look at Adding usersin the wiki article MLS users. If you need to add another unit to an installation of MLS look at the wiki article Adding additional units to MLS. If by "MLS" you mean the Windows program that runs on the clerk's computer - no. An existing MLS admin will have to get on that computer and add you.
If you're talking about LCR, also known as "on-line MLS", it uses your existing LDS Account. It's not separate.
