With the LDS.org beta, could it be possible to set up a schedule for the Bishop as you would for auxiliaries in order to set interview schedules? Just show what times the Bishop is available and do something along the lines discussed elsewhere using "Taken" or "Reserved" to show blocked times.

Also, will the Executive Secretary and bishopric members be added to the group allowed to view the leader section?

Yes. You can set the calendar to be "Private," meaning that only the authorized users are able to view or edit the calendar. I haven't done a lot of testing on the security of the calendar but I would feel comfortable with the Bishopric/Clerks using this as long as it only had basic information such as the Family Name to fill a time slot.
