Membership Information Flow

Two questions.

1. With very few exceptions, the membership records in our stake MLS are all dated early September. Is this normal? I thought we got updates each month.

2. How does the membership information flow? If CHQ updates a record, does the update have to go to the ward, then channel back through CHQ to the stake? Or does the CHQ update go directly to both the ward and stake?
