I'm sure it's a separate structure, but still considered part of the "data" as opposed to hard-coded or in the program download.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

It's not quite as bad as it sounds. Data in MLS means everything that is different and not part of the program code, not just membership record or financial data.

So the membership data refresh is going to bring you a new membership database, updated country codes, temple codes, the stuff programmers put into what you have called localization tables, translation strings, and all other sorts of good things. There really is some rhyme to the reason. They just don't want folks like me trying to figure it out.
