Custom CVS export for HT District

Hello.. I am an asst. clerk in charge of mailing less active families letters to help inform them and keep them connected. They have exported this custom list before and used mail merge in Libre Office to create the multitude of letters. So, they set me up as a district supervisor over them to help me access the proper list. However, when I select my district, I export family names and get the whole ward in the file!

There must be a better way I am missing. I tried making a custom report, but the options are too minimal.

Please advise what to do!
