Upcoming MLS new features

The release notes for 3.7.1 say it will be released about 13 Jun 2014.

It also lists some changes / new features. One of which is the ability
to transfer funds between units within your Stake. Just had some questions
for the developers, the small number of units in the beta, or anyone else in the know:

1) Will this be available in North America, or will it be limited to units in other
countries who already use bank cards or other banking services the U.S. units do not ?

2) Who will be able to authorize a transfer ? Can it be two clerks, a clerk and bishopric
counselor, or will one of the parties have to be the Bishop ? Also, if a clerk is designated
as Asst Clerk - Membership, will they need to be listed as Asst Clerk to have access (like
what needed to be done to allow membership clerks to count donations if the financial
clerk was out of town) ?

3) Will the function be listed under Enter Transfers, Enter Expenses, or will it be under
it's own menu ?

4) What will the reports look like indicating the transfer was made ? Will it only appear
on the outgoing transmission reports, or will there be a report like the expense report cover
sheet you get when printing checks? When it arrives in the destination unit, will
that unit get an MLS message in addition to it being listed in the incoming transmission
report, or will it be the responsibility of the unit to look at incoming transfers ?

I didn't do the development work on this piece, but I have answers to the questions.

The feature has to be enabled by CUBS for the unit. This will be available in North America.

Two finance authorizers, one of whom has to be a member of the bishopric or stake presidency, as appropriate.

It's part of the transfer panel.

They look like a normal transfer until you get a CUBS refresh file. When that happens, it will look like a one-legged transfer because the refresh file only has your side of the transfer.
