An individual in our ward is over 18, out of high school, and other things. He is still listed as a member of the priests quorum. How do I change him to be listed in the Elders or High Priests Quorum?

In MLS, the easiest way is to go to the Elders Quorum (Organizations > Elders), and down in the "Members" section, click on the blue Add Members link in the upper right corner of the Members section. Select that person by name, then click Save. That will move him into the Elders quorum and remove him from the Priests Quorum. Or do similar steps for High Priests, if that's where the bishop says he should be.
