Can an Elder serve as HP Group secretary?

Can an Elder serve as HP Group secretary?
The MLS system won't allow us to select a non-HP as the quorum secretary. Is that doctrinally correct or just a limitation of the software? Thanks for your help.

Handbook 2, 7.3.3 says
so I would say the restriction is at least prohibited by the handbook, if not doctrinal.the high priests group leader or one of his assistants calls and sets apart a high priest to serve as high priests group secretary.

HB2 7.3.3
"With the bishop’s approval, leaders in the elders quorum and high priests group may call and set apart assistant secretaries to help with these responsibilities. Prospective elders may be called to serve as assistant secretaries."
If prospective elders can be called as assistant secretaries then I would have thought Elders could also be called as assistant secretaries in the High Priest Group. This might be an option to consider.
