Could we have two stake computers(we have another church computer we can use) in the stake clerks office? And can there be two individuals working on the stake MLS at the same time?
Also, would the church supply a second viewing screen for one of the stake MLS computers?

No. MLS can only be used on one computer per unit. See the topic How many computers can MLS be on?

Who would we get another monitor from?

As far as I know, the FM group only supplies one monitor per computer. And I've never seen any clerk computers that have two video cards.

Why do you want a second monitor? Just so someone else can see what is being done on the computer? Can't the second person just look over the first person's shoulder?

not for someone else, just for ease of use when doing finance so as not to switch windows to look at different programs.

So you would have to have a second video adapter (which is certainly not standard with clerk computers issued by the Church), as well as a second monitor. The FM group is unlikely to purchase such hardware on your behalf, but I suppose it never hurts to ask. The other alternative is to use stake budget funds, but that seems extravagant just to save a few task switches.

A bigger monitor might be more cost effective. Make sure you're running the computer at the native resolution of the screen. Some people downgraded their resolution to make MLS "full screen".
