Im looking to set up a new account for a soon-to-be missionary that allows for funds to be deposited into. What are the steps to do this?

You can't. Only CHQ can do it. For now, I'd suggest you deposit it in the parent folder and then when SLC makes the sub-category, you can re-classify the donation to it.

The account will show up arounf the same time the missionary receives his call.
