Why do people show up on the action list who are not baptized? The parents are not active members, and the kids show up to be interviewed as advancement. Any sugestions?

Your post title labels these children as "non members," but they have membership records and are considered to be children of record until they turn 9. Even after that, it's entirely appropriate for them to show up on action lists, since they are lacking an ordinance of salvation (baptism) and so their membership records trigger entries on the action list. The action list makes no distinction between active and inactive.
