Local MLS callings sychronized with Church Headquarter

If I make changes to callings in MLS on the local computer and do a Send/Receive how long should it take for those changes to be reflected in the church's systems like the online MLS, LDS Tools, CDOL, etc.?

CDOL should be very quick - within minutes.

Permissions might take a day or so, but the data might be quicker.

LDS Tools course depends on the user doing a update.
Have you searched the Wiki?

When you say permissions would that include changes to a bishopric and that affecting what they are able to do in MLS? Do those permissions have to synchronize with church systems to be able to perform actions in the local MSL system?

No, it refers to permissions in the applications on lds.org. MLS rights are just local to MLS and mostly don't have any tie to what calling you have.

Permissions in the local MLS are generally not based on calling (with a few exception) but on the rights granted to the local MLS user. The calling based permissions in the local MLS are enabled immediately. So there should be no delay for permissions to the local MLS.

The delay is for permissions to web based resources. In the past it's been up to 2 days before permissions are fully propagated but we've been told that generally it should only be a few hours now.

As eblood66 said, MLS permissions do not depend on anything web based. But you need to do more than just add them to the organization calling part of MLS.

An MLS administrator needs to go into the Systems area and change their permissions in MLS as needed. And if the bishop changes, the stake also needs to update stake MLS before everything will update. The bishop also needs to be given permissions separately by an MLS administrator.

A follow up question. When you add rights in local MLS do they take effect immediately or do you have to restart MLS?

I believe you only have to log in as the new person. I wouldn't expect a restart of MLS to be required. (Since you have to be a admin to make the change, there isn't much in the way of additional rights to be granted to the currently logged in user.)

Note however, that some rights require the associated user to hold certain callings in the ward. So the record must be associated with that user and the calling recorded as a standard calling. In the case of the Bishop or Stake Presidency, recording the calling has to be done via LUCR, which may add a delay before they get all of their rights.

It is certainly true that logging in as the new user is sufficient. I've done this many times, signing in as myself (an administrator), creating a user or adjusting rights, and then logging out and letting the new user sign in to make sure that the rights are correct.

The one exception to this is Temple Recommend rights at the stake level. Being an administrator does not grant any TR rights; those have to be added separately. Adding those rights for a signed-in administrator does take effect immediately, but if you have the TR screen open on one of your tabs, you may have to close that tab and reopen it for the new rights to affect that tab.
