Is there any way to get a report that lists all the standard callings that do not yet have someone called to that position? The inverse of the members without callings.

No. There's no built-in report that does that, and the MLS custom reports only report on members and their attributes.

But you could basically gather that information by going to Clerk Resources on LDS.org and then under Organizations choosing Callings by Organization. Use your browser's search feature to search for "Calling Vacant". The lines your browser stops on are the vacant standard callings. Alternatively, you could copy and paste that information into a spreadsheet or some other application that would let you filter out the rows that include "Calling Vacant".

This list may be helpful – it's a list of all the standard callings in MLS 3.6. You can compare it side-by-side with your Members with Callings list: https://tech.lds.org/wiki/images/7/7d/M ... llings.pdf

aebrown's suggestion of the Callings By Organization is basically the list you are asking for, it just also includes those called to positions. Scrub it further as aebrown suggests, or just print and use a highlighter to mark those vacant positions in the listing.
