Change to Tithing Declaration Report

As an assistant stake clerk for finances, our stake president has me review the Tithing Declaration reports for all of our church units. The biggest reason I end up returning the reports to the units is because the unit leader declares a member "Exempt". According to the Stake Year-End procedures in MLS, unit leaders are not allowed to do this.
Is there a way to modify MLS to disallow church units from saving tithing declarations where the unit leader has made a declaration of "Exempt" (rather than the member making the declaration)? It seems that this would not be too difficult to do and would help to save time for both the stake and the unit leadership if this error were corrected before it left the unit.
