New Stake - No financial parts of MLS work

New stake created about two weeks ago.
Eventually this week MLS started to work, we can now see the wards and the members and I can do some tasks. but Finances are dead.
Any of the financial options all produce the same error message " Some critical finance configuration data is missing. Please click send/receive changes to receive changes from Church Headquarters".
