I want to confirm that a member of the RS presidency (including secretary) should have the following rights:

A Ward RS leader will have "Organization and "View Membership" to run these reports:
Enter VT Contacts (For quarterly reports)
View/Modify/print VT Companionships and Districts.
View/Print VT Statistics for reports
View/Print VT Companionships
View/Print VT Statistics
View/Print RS Rolls
View/Print Birthday Reports
View/Print Ward Directories
View/Print Members with callings
View/Print Members without callings

Thanks!

"Organization" should be the only rights needed. "View Membership" will allow her to access confidential membership information, which is not what you need.

According to the MLS Manual, View Membership rights is for bishopric members. Auxiliary leaders would have Organization rights.

But the decision as to who is allowed to use MLS is ultimately up to the bishop. In some wards the clerks run off the needed reports and do the inputting as that reduces the number of people waiting in line to get to the ward computer on a Sunday.

Handbook 1 states only the bishop and clerks can view membership records.
