MLS and BSA

I remember seeing a letter through the MLS messaging system that said we were not to use MLS data when doing our Recharter. I am wondering if anyone has that letter or knows where any policy is written one way or the other?
I had always assumed this was a privacy thing since BSA is not a church organization we wouldn't be able to share membership data without a parents consent.

I recall a letter saying we were not to give a Church listing of scout-aged youth to the BSA for them to use. It has been a number of years, but probably still applies.

I believe that was the letter but do you know where I can find it now?

You could try letters.lds.org, but I think you have to be a bishop or stake president to get in there.
Have you searched the Wiki?
Try using a Google search by adding "site:tech.lds.org/wiki" to the search criteria.

You're thinking of the access list for the old Official Communications Library. The new one is not as restrictive -- see this post.
