STS Should be properly Empowered

I have been working with the Units in My Stake both as a Stake Clerk and Technology Specialist. I have been doing some support services for both the Physical Facilities and the ICS in my Area.
The suggestion im about to give is based on my experiences as i work with Clerks and Leaders within my area. I noticed that not withstanding all the Training given at the Stake levels, the ward/branch clerks and leaders do not implement the principles alot. Inview of this, I would suggest that the Stake Technology Specialist, especially in Africa, should be proper empowered to visit the units at least one every month and use the Sunday school hours to train the Bishopric/Branch Presidency, Elders Quorum President, relief society president and clerks on pertinent mls related content that will help them meet up with their local needs and do their send/receive as required by the the MSR.
I believe that this will help them not to over spend their budgets. Help them get direct training and ask direct questions. It will help them get correction to their mistakes thereby making better users. Knowing that the STS will be there again by next month, will help them to keep their system up-to-date since he will check them out.
This may just be for a year or six months. The STS could be reimbursed for transportation and launch to encourage them.
