A ward in our stake got a new Bishop and I was wondering what the steps were to add it to MLS at the stake level? How long will it take to appear on lds.org?

You put in the new Bishop's information via the Leader and Unit Change Request. Once that is completed and the Send/Receive done the data goes to CDOL. Currently the Bishop's information will be reviewed by CHQ staff and then 'published'. Once it is published it will immediately show on lds.org. They try to have all changes 'published' within 48 hours.
You can tell that there is data in CDOL that is waiting to be reviewed if you look at the ward and see 'Unpublished Changes' in the upper right. Also once the new Bishop is published in CDOL it will take a day or two for him to have rights to other tools on lds.org.

In stake MLS, you fill out a ward LUCR (Leader and Unit Change Request). Fill in the new bishop's information and transmit. We just did this in our stake. I filled out the LUCR on Sunday, and the new bishop was on CDOL by the end of day Monday.
