Ask your ward clerk or finance clerk to contact Local Unit Support and explain the situation. They will provide instructions on how to handle the problem. Most likely they will ask you to write an explanation of the error, including all details, and the reason for needing a refund and have you send it to your bishop. Your bishop will then forward it to the contact provided by Local Unit Support with a statement of his own. They will then consider the request and process the refund if approved. There is no guaranteed time frame but for the refund I helped with it took just under a week after I contacted Local Unit Support.
