Online account changes

I submitted a request for bank account removal and also for another bank account addition, in same request, received a subsequent "Donation Reversed" email. Perhaps not enough time was elapsed to allow for account verification. I just submitted another account addition two days ago. How much time needs to elapse before I try again? Do I get an email or anything to tell me that the new account is okay to use?

I've added a bank account and made a donation immediately.
Have you searched the Wiki?
Try using a Google search by adding "site:tech.lds.org/wiki" to the search criteria.

The amount of time it takes may depend on your specific bank, but I would expect it to take less than 2–3 business days. Note that anything done on the weekend is not considered a business day, so that may be the cause of the delay.

The actions of Adding and Deleting bank accounts has immediate effect. The Donation Reversed e-mail must have been coincidental to the timing of deleting/adding a bank account and may have had something to do with insufficient funds or something.
