I was forwarded a small jpg of a photo of a pdf file from a high councilman that only has a paper copy of the notice. Can someone either upload the letter or post the name, email, phone of the individual we're supposed to register our stake satellite with for the Encrypted Broadcast?

You might check and see if it's in the Official Communication Library: letters.lds.org. That archive seems to be stake-specific.

I checked and its not there
