Email security

I wonder if Church could have a security certificate server just for members and leaders.
Doing that email is used for many purpose, it will be a good idea to encript them via double key system.
Most of all Church Security Server could also "assure" the calling of the writer.
Is message exactly as it was sent? Is the writer who he/she sad to be? Has he/she the calling claimed?
