Video Conference Meeting for 15 participants

I'm looking for a solution to accommodate our stake PEC to hold a video web conference with every member of the PEC on the call remotely with video and audio. Does the church provide a solution? If not any good free products? Google hangouts is limited to 10 need 15.

The church has Personal Video Conferencing. The overview claims it can support up to 100 users.
