Is there a way to use CALENDAR at a FamilySearch Library. We at Ogden would like to use it to schedule rooms and classes?

Depends on what you mean by "use". Edit rights to a calendar can be granted to anyone whose membership record is in the unit (ward/stake). FHC do not have their own calendar system, but the stake could set up a calendar and give rights to the FHC Director (assuming they live in the stake). However, that might be a problem for a multi-stake FHC and the director is from out-of-stake to the buildings in question.
And of course, only the members of the stake can see the events. Again, a problem for multi-stake FHCs.

I assume by "CALENDAR" you mean the
Calendar on LDS.org.
That depends on who you want to be able to see the Calendar. If it's just members of your stake, then it's very doable. You might want to set up a new Location just for this purpose, which would include the rooms you want to schedule. Or if the FHC is within an existing location (such as a stake center), you might just create rooms within that existing location.
But if you want people outside your stake to view this calendar, then you're out of luck.

That's assuming the locations are not already part of an existing building/location already in the calendar system. You never want to create duplicate locations.
However if the existing locations doesn't work, then a calendar administrator (typically a member of the stake presidency including the clerks) can make the needed changes.
