when reading certain manuals in the windows 8 app theres not an option to highlight or make comments

More than likely, the manual you're attempting to highlight simply doesn't support annotations. If you have specific examples, I can try them for your to verify that such is the case, but some content simply doesn't support annotations in basically any form--no notes, highlights, underlines, etc.

The content team is always working on ways to improve content and how it can be used, but unfortunately, the Windows team doesn't control content.

I can confirm that I cannot highlight in the "Sunday School: Come Follow Me" manual when the text is in a bullet. Other manuals allow highlighting within bulleted sections, but the Sunday School manual does not. I am on Windows 8.1 on a Surface.

Such is the nature of the content. As app developers, we don't have any control over what can and cannot be highlighted. It is my understanding that the content team is in the process of some major changes that should resolve this issue some time in the future.

This is exactly right. Some content simply doesn't support annotations. As I understand it, the content team is working on a major revision of the content source that may make this possible in the future. For now, however, these types of content just can't be annotated, no matter the platform.

Correct. One way to get around the issue for now is the copy and paste the content into a journal entry with a title that makes it easy to find again (such as the chapter and book) so that at least you can save it.

It needs to be noted that Gospel Library for Windows does not yet support for the journal entry feature. You can accomplish much of the same, however, using the notes feature in a nearby piece of the content that does support it.

No, but you can still use online Notes with Windows, depending on your device, by accessing any web browser and going to LDS.org and signing in to your LDS Account.

Be that as it may, that particular approach is less effective on Windows Phone devices and on devices with poor Internet connectivity--which is to say nearly any device connected to the Church's Wi-Fi.
