Online Access to Handbook 1 for Assistant Stake Clerks

Does anyone know whether assistant clerks are granted online access to Handbook 1? Having ready access to the financial policies contained therein would make administering my calling much easier. Trying to track down the Stake's hard copy is close to impossible most of the time.

Assistant stake clerks do not have online access to Handbook 1.

The stake clerk is supposed to leave his file copy in a secure place, so it shouldn't be that hard to track down.
Questions that can benefit the larger community should be asked in a public forum, not a private message.
