Email groups, etc.
Several month ago, there was a very good discussion on one of the threads concerning email groups and other non church supported uses of the web. My stake president has asked me for some information on this topic and I cannot find the main discussion of these issues. I have found the 2004 letter which sets forth some general principles but I remember some of you had some excellent comments on this and I would like to show some of these to the president. I believe that the consensus was that it was up to the local priesthood authority to make decisions in individual cases.

You're likely referring to this one: http://tech.lds.org/forum/showthread.php?t=88&page=13
But a couple of others worth looking at:

It's up to the local leaders to enforce policy, but it seems to me the policy is quite clear. That's not the same as "it's up to the local leaders".
