I remember a first presidency letter regarding political involvement and counsel to seek candidates that will ensure maximum individual freedom. Does anyone know where I can find the quote

You're probably thinking of either the First Presidency 2016 Letter Encouraging Political Participation, Voting in US, or Handbook 2: 21.1.29.
