Is personal progress leader a standard calling? I can’t find it in the YW organization.

It's one of those callings that are popular, but has no support for their existence in the Handbook. In fact, it's questionable if the task can even be deligated.
The Young Women president and her counselors have the following responsibilities:
...
They help young women work on Personal Progress. They are also encouraged to work on Personal Progress themselves.
I'm not seeing anything in Handbook 2: 10.3.2 that says that responsibility can be assigned to others.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.
