Crisis cleanup site help

I was fortunate to be able to help on the ground with Harvey cleanup this last weekend and there is a site that several organizations (including the church heavily) to help organize volunteer efforts. In this case it was for finding and claiming and completing work for those in need.

If people would like to contribute I think it would go a long way in helping. My experience on the ground was that it worked and was amazing to have but that the phone experience an could use some love and overall there is work that could be done to improve it. I've added some issues and created a first pull request but I'm not a ruby or front end guy much these days and know there are others out there that may want to help. I think it would really help accelerate relief efforts.

The site is ruby/rails with a Postgres/redis backend.
