Adding a missionary to a Branch Presidency position

I am in need of an answer on this topic:

A missionary has recently been called to be a second counsellor in our branch presidency. However, because his records are not in our branch, he is not able to assist in any MLS functions such as tithing deposits. Will his records need to be transferred to our branch for this to work? Or is there another way to have an acting second counsellor access MLS functions? I appreciate all the help I can get!

In Leader & Clerk Resources (LCR) you will need to use the Membership > Manage Out-of-Unit Members (Full Name, or MRN and DOB) option to bring his details in, without removing his full membership record from his home ward. Then give him the appropriate calling. Once this limited record is synced to MLS, he can then be authorised with the necessary permissions to carry out Tithing donations etc.

It can take up to 24 hours for a Clerk calling to be fully operational in LCR.
