The publicaffairs.lds.org page contains the following paragraph:
If you serve on a public affairs council or as a priesthood adviser to a public affairs council, please log in here with your LDS Account.
Presumably, someone serving in such a capacity, would gain access to these handbooks after logging in.

I'm having the same issue in Oklahoma. Trying to find Community Service Guidebook and Just Serve Supplement on LDS.org in order to share at a state-wide Just Serve training seminar tomorrow. I've spent several weeks trying to track down the location of these manuals on LDS.org...like previous posts, they are available on Gospel Library for all to see (both iOS and Android stores have it on their app).

I have logged into LDS.org with my Public Affairs permissions and these guidebooks are not on LDS.org.

Can we please remedy this, overseer of tech.lds.org?

LDSTech is just a community support forum, so no one here can remedy this (and there are no overseers, either :) ).

You could try using the Feedback link on LDS.org to make your suggestion, or perhaps your stake president could consult with your area seventy or some area public affairs directors.

Did you try going to this page I mentioned in the post immediately preceding your post?

Yes, but that hadn't worked. It is just a intro page. After some hustling, the region specialist finally confirmed that it is only available on LDS.org thru credentialed PA workers on the site. And it is buried, at that. But the treasure map, as I have found, is as follows:
LDS.org
Login
Serve and Teach
Callings/All Callings
Public Affairs
Topics (Far Left)
Just Serve
Community Service Guidebook (Jan 2017) & Comm Service Supplement (Dec 2016)

A general search on the LDS.org site will not lead to this, and that is a big part of the problem.

At least for me, those steps takes me to publicaffairs.lds.org mentioned upthread. That may shorted the treasure map.

But without the right calling, you won't see the next step.

One wonders about the search software and help menu. I don't know coding, but can it be that hard? I'll help if that will do any good !

This is a couple of years after the original post, but you can find the manuals online here (no sign-in required):
