Emergency Communications - Looking for Advice

I'm the Emergency Communications Specialist in my ward, and am struggling with coming up with a maintainable calling / visit tree. I'm sure this has come up before, but I couldn't find a thread, so kindly point me to it if you know of such a thread.
I've been instructed to split our ward into "districts", each with a leader. During an emergency, each leader collects the status of all members in their district (via phone or physical visits if phones are down), and then then the leaders get that info to the bishopric. Information gets disseminated from the bishopric to members in reverse order.
I need to split the ward into these districts and then get a list of the members in each district (with address and phone number) to each leader. This is difficult to maintain, as members are constantly moving in and out, as well as changing phone numbers. The best solution would be a way to use the LDS maps tool to draw the districts on the map, and then have an automated way to print out the members in each district to give to the leaders. Even the sketch tool would be useful for drawing the zones, but I'm not authorized to use it - it's quite restricted. Has anybody found a good solution for doing this? Even using the LDS Tools to export a CSV and then import it into Google Maps to use their tools would be useful - does anybody know how to do that? Or to get a KML file from LDS maps?
Thanks for any suggestions on this task. Home teaching routes is not a viable solution. Those are designed based on spiritual needs, but these routes need to be based on physical proximity as our most common emergency situation is snow (making roads impassible), so if the phones are down visits must occur on foot.
