Our Ward is considering placing an Ad in the local newspaper advertising our Ward meeting times and welcoming guests.

Our Stake has signed off on this.

Has anyone done anything like this? How was the response?

You might wish to ask your stake Public Affairs Director to query his sources and see what the response has been in the past. I know it has been done here on a special occasion or two, but I do not recall that there was any change in attendance or number of visitors.

I think a lot of it would depend on how long the ad ran, and the makeup of your particular community. I think the PA folks have a lot of experience in that area and would be a good source of advice.
