Attaching PDF's are go and no go

I've been creating some meetinghouse tech PDFs and uploading them to the Newsletter section. One particular PDF is one I didn't create myself but rather is an Epson projector manual. Its 3.7 MB size comes in under the 5 MB size limit but every time I attempt to upload it I get "ERROR Service Unavailable".
