Stalled upload of photos in Chrome

When using the "select a photo from your computer option" in Chrome the upload process stalls at the beginning of the upload and will not progress.
File is a 80KB jpeg.

Were you trying this yesterday! For us in the UK, in the evening, almost all the main Church sites came to a grinding halt!
