Too many PH/RS lessons

Too many PH/RS lessons
How do all of you decide on the lessons to put on the schedule for PH/RS? I am trying to fill in the lessons again after the software glitch scrambled them, and there are 4 extra lessons, including one on the birth of the Savior in December. Does someone from the stake make the decision on which lessons to use or is it up to the wards?

PH/RS lessons are normally assigned on the ward level for the most part. I our stake, we generally let the leadership of RS/Hp/Elders do the first Sunday, 2nd and third weeks are from the presidents of the church manuals, and fourth Sundays are Teachings from our times using conference talks from the most recent general conference. The stake assigns 3 and the bishop assigns 3. When there is a fifth Sunday, there is a combined meeting of all adults together under the direction of the bishopric, and the youth handle the final hour of primary.
