The Newsletter application will eventually appear alongside Calendar, Directory, and Maps

Allow Publishing Permission by Category

When adding publishers, it would be nice to specify what categories they could post to. For example, there would be no need for the Primary Secretary to post to the "Bishopric" category.

I really like this suggestion, it would also cut down on mistakes.

Seems like this should be akin to the Calendar moderators, where auxiliaries are by default attached to their newsletter pages by position, and administrators can add other named users.
