Notes stored locally?

Hi. I was wondering how notes taken on members within the LDS Tools app for the iPhone/iPad are stored. My Bishop would like to keep notes for when he counsels with individuals and obviously wants to make sure they are SECURE. However, it would be nice if they synced within his account to his iPhone and iPad. It seems like it is only stored locally. Basically I want to find out:

1. If the notes are only stored locally and there is no way an unauthorized individual could see them without getting a hold of the device itself.

2. If there is a way to sync notes within the account to by synced to authorized devices. If not possible now, if it may be considered.
