Level of access for leaders

As I understand from the beginning of November for new Zealand, Leaders were to gain a greater level of visibility to those in their stewardship. At this time I'm unable to see all of my High Priest group members, or the prospective Elders using LDS Tools. IF I sign on to LDS.ORG, and go to leader and clerk resources, I have noticed that I can select which calling I want to use (Stake technology, ward HP leadership), under Stake calling, I can;t see ward membership, and under Ward leadership I can see all my ward......
Is it possible that my LDSTOOLS is picking up my "stake" calling, and thus limiting what data I can see about my ward ?

Most frustrating, to almost useless......
