Disaster Communications using LDS Tools text feature

I'm searching for a better solution or to influence the LDS Tools development process to incorporate capabilities needed by each Ward during emergencies and disasters. This is important considering the frequency of disaster events now happening.
I've looked at the many traditional independent messaging apps and keep coming back to LDS Tools as the closest platform that meets our needs. But, it has these limitations in my estimation. I'd like to know if there are ways to overcome them or how to influence development?
Problems:
1. We use Lists to create groups. But, groups can't be shared. They are unique per each user's account. I'd like to see the Ward leadership able to share groups. I can overcome this only by having two or more Ward specialists prepared and available with groups specific to location and needs That the Bishop or other can contact and request a text message to go out. Once the broadcast is sent, then normal group/cell text communications continue as the leader is on the message. 'Tools' is only the initiator.
2. We have to initiate the text on carriers that allow large text groups or multiple groups. If individual members responding are not, so be it. The limitation will just spawn additional text groups. Better than not communicating.
3. We need everyone in the Ward's personal cell phone number - so there is an opt-in process to get the right number in the right field in Tools.
4. I'd like to propose that the forms incorporate an 'Emergency Communications cell-phone number." So that by checking it, we know that the individual has opted-in to a broadcast.
5. But, #3 is the problem. In making groups using the system today, I have no visibility which phone number is chosen. How does the system work? I suspect I have to experiment to find out the define a work-around until this capability is adopted...

What else am I missing. Any suggestions?
