LDS Tools on a mobile device lets me take and upload pictures to the photo directory, which is great. I can't see to take and upload the household photo, only individuals. The directory in the mobile LDS Tools only brings up an individual.

Am I missing a step?

Found it, tap on the head of household individual's picture and you get an option for the household. I would not have guessed.
