Creating a muted district in ministering routes?

I would love to be able to print up routes to hand to sisters during their ministering interviews. I know that this is currently an option, however, one issue with this is that the routes in our ward change very quickly due to quick ward turnover and we don't officially change them in the system until the sisters have actually been spoken to and informed of the change in person. Therefore, printing routes is obsolete as the route they would be given is their old one and not new one. Is there a way to create a "muted" district that does not go into the system but is just in LDS tools for presidencies to view and print up route information?

LDS Tools only shows current ministering assignments as well as an Assigned Sisters list and an Unassigned Sisters list. Any plans to use LDS Tools as a planning tool for ministering as is currently available in Leader and Clerk Resources (LCR) is not known.

The capability you seek, or part of what you seek, to provide is available in LCR. LCR has the Proposed Assignments ministering page that allows leaders to work through and collaborate on ministering assignment changes before going public and publishing the changes. The district supervisors can use a web browser on their smart phone to view the new, unpublished ministering assignments in LCR when they are interviewing ministering companionships for new assignments. The only problem with the Ministering Sisters - Proposed Assignments page is the assignments are not printable as is in the Ministering Sisters (current assignments) page.

You can use the feedback link at the bottom of the Ministering Sisters - Proposed Assignments page to make a recommendation to have the print capability added as is currently possible in the Ministering Sisters (current assignments) page.
