Out Elders Quorum President just reported what he feels is a flaw in reporting ministering in LCR. He is assigned a large list of "no contacts" or less receptive families. When he marks himself as having had an interview it marks all of his families as having been minister to.
Is this a flaw and why or why not?

No, it's working like it should. See the Ministering FAQ 19 at https://www.lds.org/ministering/ministe ... q?lang=eng. We don't track in church computer systems which families have been ministered to but only whether interviews have been held. That doesn't mean the EQ president shouldn't know what's happening with each family but it isn't a binary visited/not visited thing. I would expect he would more likely want to keep personal notes to help remember what's going on with each family.
If the EQ president has other questions he may want to read the other FAQs and review the other resources in the Ministering section of lds.org and council with your bishop about how to manage tracking ministering for his quorum.
