According to the [Preparer’s Guide: Order for Food and Supplies][https://www.lds.org/help/support/food-o ... r?lang=eng] page, there is a way to designate a food preparer that is not the Bishop or Relief Society president. Does the Ward Clerk have access to give this permission? If not, who can do it and how can the Welfare Service Food Preparer be designated?

It sure does, doesn't it?

It's probably one of two ways: Either there's a standard position (calling), or when the bishop logs in, there's an option to add another person. Someone with access will have to tell us which way it goes. If it's the latter, I don't know as the clerk would have that ability.

We have a senior couple serving in our ward as Welfare Service Missionaries. They routinely create food orders and commodities orders. I believe that their system privileges were setup by their mission office (Salt Lake City Inner City Mission).
