Visiting Teaching percentage incorrect

I'm having an issue, or rather not understanding, a percentage under one of our reporting months, June. I'll attach it below. We show 100% for Relief Society Contacts. That's not right. We have plenty that were marked 'not visited'. Yes, these are the ones that have been assigned to sisters. We have about 19 that we haven't assigned to anyone due to them not wanting to be contacted, so that percentage is 0%, which is correct. I understand the total percentage as well. But again, the 100% is not correct, so it kind of makes me unsure about the other months too.
