Being assigned to be home and visited teached

I have an interesting issue that was brought to my attention. it may have been discussed before and then it may not have.
In my ward, there are now five (5) missionaries serving. Four of them are brothers and the fifth is a sister. My relief society president wants to be able to send a letter to the sister missionary and wants to assign her to a companionship. The issue is that she can't, because this sister, who is a head of house hold, isn't seen in the visiting teaching section. I'm the elder's quorum secretary and I can not assign her home teachers, even though she is head of house hold.
I can't assign any of the brethren to be home taught either. I would assume that is because their records are under their parents. To me being an elder that they should be assigned to be home taught individual from the family. This is what happens when they go to a single's ward.
So what are we missing? What button needs to be pushed or check box checked?
